Defect resolution

• Fix for an issue preventing changing owner of a filter

• Fixes an issue with IDs beginning with @ not being searchable on the lookup window for new message by ID
• Fixes an issue preventing saving of comments on a new meeting
• Fixes issue on some browsers preventing students from canceling attachment selection during message creation
• Inquiry form short answer fields now correctly match their help text, allowing an input of 100 characters per short answer field
• Fixes issue that allowed inactive services to be selected on the advisor settings page
• Comments may now be added to canceled meetings

CSV Import tool for prospects

• Now accepts encoding format of "CSV" or CSV BOM-8"
• Now accepts TRUE/FALSE values also as true/false, t/f, or True/False
