Ability to Rollback an activity with future Visible and Open for Submission dates

With this release, administrators and course instructors can rollback an activity at any time, irrespective of its Visible and Open for Submission dates.

Previously, if an activity had a Visible and Open for Submission date from the future, the ability to Rollback was unavailable for the activity.
