Adds Performance Improvements to the following SS&E pages/processes:
Messages Inbox
Messages Sent Messages
Global Search
The system will now only include global search results based on 3 or more alphanumeric characters found at the beginning of a person's first name or their Institutional Id.
Please note that leading zeros are now required.
In the past, global search results would also return person records where the alphanumeric characters were in the middle/end, eg. not only at the beginning.
For example, the following screenshots show an example illustrating why any leading zeros are required:

The system will now only include filter results based on 1 or more alphanumeric characters found at the beginning of a person's first name or their Institutional Id.

Bug Fixes
Fixes an issue where searching for person records in People Administration only returned results when searching by the person record's name, instead of finding person results based on the user's Institution Id, First Name, Last Name, Nickname, Email Address, or the user details Username.
By design, People Administration does not search by Secondary Email Address.
Fixes an issue where in some browser types, the date format displayed in Excel on some built-in reports and report sources would only display numeric (HH:MM:SS) time-based date values.
This fix updates the date formats used on any Excel output to display a YYYY-MM-DD datetime or MM-DD- YYYY date value, depending on the specific report/report source used to generate the file that opens in Excel.
