Improve the Follow By Tag Rules job performance by limiting the job to only create new subscriptions for current or continuing students and exclude inactive or archived students.
- - This does not affect the UI since Caseload User Settings can only include current or current and continuing students.
Fixes an issue where a one-time scheduled message appeared to send yet did not send when "create note" was checked and assigned a note type.
